Request for fair inquiry on Overpriced Taleem Project

Dear Sir, 

International Indian School Jeddah is run under the patronage of the Embassy of India in Riyadh. The school Management Committee members are elected by the parents or nominated by the Indian Ambassador for three years. I am the chairman of the present Management Committee of IIS Jeddah we have completed half of our tenure. Our school has around 10000 students, since it involves Indian students and parents and this school, get no financial aid from anyone, it is directly a matter related to the Indian community under the patronage of the Indian Ambassador Shri Ausaf Sayeed and observer Mrs Hamna Mariyam Khan the Consul Cultural at the CGI Jeddah. Nature of school affairs has nothing to do with foreign relations. The school follows the CBSE curriculum and the financial and administrative guidelines in this regard is also Indian in nature. We have recently filed an appeal in the court on our lost case of the new building litigation that imposed 12 million Saudi Riyals which is equal to almost 23 crores Indian rupees. As sincere and committed members of the School Management Committee, we have been delivering our duty with full honesty and integrity and adherence except for the following principled oppositions. 

1.     Our Principled opposition of Higher Authority’splan to introduce an online project Taleem at a very high and arbitrary cost Taaleem project is highly inflated and expensive project and would surely be an unbearable burden on thousands of students and their financially poor parents in Saudi Arabia under present lockdown condition. We the management committee and I as chairman SMC have witnessed this whole opaque deal which is routed in a highly controversial manner without following any financial norms. The chairman of IIS Dammam who had rejected this project for his school had already been replaced by other MC members. The very pilot project of Taleem project for three months in our school cost about SR 700,000/ equal to around 1.4 crore Indian rupees and the annual cost is above three million Saudi riyals equal to around six crores Indian rupees per year. The procedure to select the software company is neither transparent nor as per the laid-down procedure. We have informally checked the cost of this kind of project with other companies and realized that the Taleem Project has been highly overpriced. It was with these factors that the SMC deliberated over a period of time and decided to hold its decision because the Taleem Project should not be undertaken in its present form in the best interest of the parents and students. But the desperation of the higher authorities to implement the Taleem project despite the SMC and CMC's strong opposition and targeting the members who are opposing this project etc.  made us realize that we are becoming an obstacle to this overpriced project which will impact our continuity in SMC. No other Indian schools in the Kingdom have introduced this kind of highly expensive online teaching package. Rather most schools are conveniently managing it with zoom, google and other free apps and websites in the pandemic. Parents are demanding fee deduction in pandemic which is their genuine demand but we are forced to impose Taleem project giving the extra burden of more than three million riyals every year. 

 

2.     Our principled opposition of the unlawful appointment of a new Admin Officer whose misleading role as translator played an instrumental role in losing the case with 12 million riyals equals around 23 crore rupees, Similarly the unlawful promotion of the erring translator as the Administrative officer specifically at the time when we have submitted an appeal in the local court on the new building litigation which we had lost with 12 million Saudi riyals burden on the school. This may also be noted that the misleading translation done by Mr Haneefa played important role in the court due to which the Indian community school lost the case. Promoting and appointing the same person as AO without following any due procedure by Mrs Hamna Mariyam Khan raise reasonable doubts of following corrupt practices to fulfil and implement a vested agenda. Therefore, it is a fit case to be investigated by CVC and be handed over to the CBI.We also raised our concerns on the violations of the laid down rules by the school observer Mrs Hamna Mariyam Khan in implementing the independent decision of giving a major penalty to the admin officer Mr Mohammad Akram and appointing a new admin officer without following any procedure as given in the charter and USR. We had requested and reminded our school observer Mrs Hamna Mariyam Khan to investigate the matters related to her favourite school staff Mr Abu Haneefa who belongs to her native place. Mrs.HamnaMariyam Khan’s silence on these issues raises further reasonable doubts.  In view of the above, we have very strong the apprehension that the Patron of the school Shri Ausaf Sayeed and the observer of the school, Mrs Hamna Mariyam Khan may recommend on baseless grounds to the local ministry to dissolve the Management committee or terminate the membership of those who are becoming the obstacles of the most expensive Taleem Project and demanding inquiry on the misuse of authority by Mrs Hamna Mariyam Khan to protect someone who is supposed to be one of the main reason for rupees 23 crores the loss to the school. We also have the apprehension that the Patron and the observer may target us to defame and implicate us falsely as we have seen in the past they did it with the previous Management Committee and to one of the former the chairman who raised his concerns in the interest of the school but in return, the school observer Mrs Hamna Mariyam Khan in her capacity as consul Culturalat CGI Jeddah instructed the principal in writing with malicious intention to contact his local employer against our own Indian citizen who was present in the city and had always cooperated. If this kind of unlawful act could be done to create panic and scare someone to keep quiet on foreign land, we are scared that something similar or more implicating steps may be taken against us as well. We have much evidence to prove how genuine voices were silenced. Therefore, we request you to look into this matter and ensure we don't get victimized or targeted because of our principled opposition. All the above issues are based on documentary evidence and witnesses. Therefore, it is essential for the government to immediately look into this affair and investigate it keeping corruption and corrupt practices in mind. I write this complaint to you against the Patron of the school Shri Ausaf Sayeed and the observer Mrs Hamna Mariyam Khan to be immediately taken cognizance by the CVC and investigation should start and both these plans should be stopped at the earliest in order to save around fifty crores Indian rupees of the financially poor parents of the Indian Community in the Kingdom of Saudi Arabia, these kinds of manipulations compromise the position and dignity of the Patron and the Ambassador, the Embassy and the Govt of India on foreign land. Although we understand that we are becoming obstacles on implementing their vested agendas and we may be terminated by them and as their past practice, they may target us and conspire against us to bring personal, professional or social damages we stand with our principled opposition to the issues mentioned and firmly believe that we as parents and Parents representatives are duty-bound to protect the school from the unnecessary the massive financial burden to the parents especially in the times when most parents are either losing jobs or getting the reduced salary which is insufficient to bear the tuition fee and other expenses. We have already sent our apprehension and detailed representation to the patron of IIS’s and the Ambassador of India in Saudi Arabia Shri Ausaf Sayeed but until today we have not received any reply from his office. We are delivering our duty honestly for the benefit of the school and trying our best to reduce the huge financial burden on the financially weak parents who have already faced challenging times in pandemic. Your timely intervention to initiate a fair inquiry on the issued raised in this representation will help the poor parents and the Indians in the Kingdom to save around 50 crores Indian rupees and they may continue their kid's education on lower costs.
